Storm Drainage

In 2001, the Village implemented a Village wide storm drainage tax. This tax has been used to fund maintenance on the Village's storm water system and to fund improvements to the storm water system. The Storm Drainage Fund provides funding (approximately 38% of the Budget) for the maintenance and repair of the existing storm sewer systems as well as Village’s Street Sweeping and Leaf Pickup programs. The remaining funds are used for storm water project related expenses and the repayment of storm water bonds.

 
Completed Projects
The first major storm water improvement to be funded by the Storm Drainage Fund was the Maplewood Detention Pond. Funding was provided to purchase the property where the pond is located as well as the construction of the Pond. This project was completed in August 2003. This project was jointly constructed by the Village and the Air Force and expended approximately $644,000 in Storm Water funding.
Since this time, the Village preceded with the construction of three (3) other major Storm Drainage projects that used funds from the Storm Drainage Tax.

1. Sangamon to Wabash Storm Sewer: Most recently completed in the summer of 2007 was the construction of the Sangamon to Wabash Storm Sewer at a cost of $1,923,000. The project began at the intersection of Sangamon Avenue and Tanner Street and entered the west end of the detention pond at West Avenue. It consisted of new pipes ranging in size from 24” to 48”. It has alleviated the flooding along:

– Wabash Avenue
– Lincoln Street
– Sangamon and Garrard

2. Prairie View & Shady Lawn Upgrade: This project diverted storm water from the Prairie View subdivision to the Maplewood detention basin. This project was completed in 2004. Total construction costs for this project were approximately $347,000.
3. Eater Drive Upgrade: This project diverted storm water from the Eater Drive and Harper Drive Intersection to the Maplewood Detention Pond. This project was completed in late 2004 at a total cost of approximately $245,000.

4. Maplewood Drive and Clark Street Improvement: This project alleviated flooding at the intersection of Maplewood Drive and Clark Street. It included the construction of a new 42 ‘ and 48” storm sewer system located along the north side of the Fisher Farmer Railroad tracks extending east approximately 1100 feet to the drainage ditch. This project was completed in 2001 at an approximate cost of $299,000.

5. Lon Drive and Gates: This project alleviated flooding along Lon Drive This project consisted of approximately 700 feet of new 30” storm sewer along Lon Drive beginning at the new Gates and Lon Intersection extending north US 136 and an extension of a 48” storm sewer at Carolina Drive. The approximate cost of the storm sewer work was $123,000.

 
Future Storm Water Drainage Projects
1. Carolina and Gleason Drive Outfall: ($843,000 -$2,363,000) This project will improve drainage, pavement structure as well as curb and gutter in the Gates, Gleason Drive, Carolina Drive , Cheryl Drive areas as well as act as an outfall to the ditch east of the Wastewater Treatment Plant.

2. Indian Hills Pond and Outfall Improvements: ($565,200) This project will provide a new 30 inch outfall to the Indian Hills pond and improved interconnection between the two ponds. This project will reduce high water levels experienced in the two ponds during normal rain fall.

3. North Murray Road Storm Water Improvements: ($224,000) This project will route the runoff gathered by the US 136 and Murray Road storm sewer and divert from the low point on Murray road to I-57 via a 24 inch storm sewer. This will reduce downstream flooding along Murray Road. This project is currently in a conceptual stage and options are being discussed with adjacent property owners and the Drainage District.

4. Broadmeadow Subdivision: ($350,000) Broadmeadow Road and James Road also flood due to size deficiencies in the outlet storm sewer adjacent to the railroad tracks located in the Warner Residential Tract. A new sewer system is proposed to serve as a supplemental outfall for the area adjacent to the intersection of Broadmeadow Road and James Road This system consists of 18”, 24”, and 30” pipe that operate in conjunction with the existing storm sewer system. The discharge capacity of the storm sewer system increases as a result of the installation of this system which would ultimately be tied into the new 42” diameter South Murray Road Storm Sewer Improvement. The estimated cost of this improvement is $350,000.

5. South Murray Road: ($600,000) Several flooding problems are identified in the area adjacent to Murray Road and US Route 136. These problems are caused by drainage tile that discharge the storm runoff generated by this area. The primary problem is that capacity of the drainage tile is less than the storm runoff generated by the contributing area. The solution to this problem is to install a new storm sewer system that operates in parallel with the existing field tile. Currently, this area requires a 42” diameter storm sewer to discharge the runoff generated by the contributing area. This storm sewer would capture the runoff from the Broadmeadow and Roessler Meadow Subdivision and transport it south to a proposed detention pond before final release to a ditch along the rail road tracks. The estimated cost of this improvement is $600,000. The Scope of this project may change based on development in this area.

6. Chandler Road Drainage: ($230,000 - $510,000) Several improvements are necessary to reduce flooding in the Southeast Corner of the Chandler/ US 45 Intersection.

7. Illinois Circle and Briarcliff. Currently the Public Works Department is evaluating these two areas to determine the most appropriate course of action.

Projects are prioritized based on funding constraints as well as addressing those areas that have historically had the greatest adverse effects on the public and private property.
 
Long Range Storm Water Projects
Beyond the above mentioned projects, the Village has identified other projects in the community that require storm water improvements. These projects were identified in the 1999 Storm Water Study completed by Sodemann and Associates. They include:

1. Grove Ave and Baermann Drive Flooding ($150,000)

2. Southpointe Storm Sewer Improvements ($250,000)

3. Eagle / Heritage Drive Relief Sewer and System Outfall Relief ($2,250,000).

4. Commander’s Subdivision and Airfield Relief Systems ($1,250,000)

5. Golfview Road and Perimeter Road Storm Sewer ($400,000)

Currently, the engineering firm, Burns and McDonnell are updating the Village’s Comprehensive Storm Water Study. As part this study they are documenting known drainage problems and are developing solutions and estimates to implement those solutions within the boundaries of the Village’s 2020 Comprehensive Plan.

Ordinance
The Storm Drainage Tax was implemented by the Village Board of Trustees, upon recommendation of the Storm Drainage Committee in December of 2000. The tax was first collected for calendar year 2001. (Reference the code, Chapter 30, Section 30.7.1.)
 
Storm Drainage Committee
The Storm Drainage Committee meets on an as-needed basis to address storm drainage issues within the Village.
 
Budget – Levy Amount
The annual Storm Drainage Tax levy amount is set by the Village Board each year during the budget process. The amount is based upon a recommended budget created by the Public Works Department. Billing Address
The Village mails the Storm Drainage Tax Bill to the “Taxpayer” according to the records of the Champaign County Supervisor of Assessments Office. We cannot bill the Storm Drainage Tax to another address. If you need to change your billing address, you will need to change the billing address for your property tax bill also. You may do so by contacting the Champaign County Supervisor of Assessments Office, 1776 East Washington Street, Urbana, Illinois 61802 (217) 384-3760.
 
Service Address
The Village of Rantoul Inspection Department maintains the service address for each taxable unit, also known as a parcel. If you believe the service address is incorrect, please contact Brenda Runyon at the Inspection Department at 217-893-1661 ext. 225 or by e-mail.
 
Acreage and Land Use
Rantoul Public Works Department maintains the land use classification and acreage data. Please contact Katherine Hadler for errors in acreage or land use classification at 217-892-2178 or by e-mail.
 
Payments
Payments are collected by the Customer Service Office, located in the Municipal Building at 333 South Tanner Street. Please direct questions regarding amount payable, due date, and previous payments to the Customer Service Office 217-893-1661 ext. 1.
 
Accounting
Interest, Late Fees, and Liens are administered by the Accounting Division. Past due accounts are assessed a late fee of 5%. Interest of 2% per month will be charged on any unpaid balance. The Village may place a lien against taxable units with an outstanding balance. If a lien is filed a $25 administrative fee plus $50 recording fee will be added to the account. Appeals
The Village Code provides for an appeals process for this tax. Appeals should be filed in writing to Scot Brandon, Comptroller, at 333 South Tanner Street, Rantoul, Illinois 61866. Please follow the procedure listed in the Code to file an appeal. (Reference the code, Chapter 30, Section 30.7.1.)
