The Rental Property Registration
and Inspection Program was adopted on October
10, 2006 (Ordinance
2055) and amended on May 8, 2007 (Ordinance
2090). The goal of this program is to improve
and maintain the residential rental housing community
through standards which promote a healthy, save,
and inviting environment. With the operation of
this program, along with community participation,
the outcome will ensure a safer rental housing
stock, protect property values, and improve accountability
of rental units.
Requirements This program requires the annual registration
for all rental properties in the Village.

Bed and Breakfast establishments
The Village has a goal of completing
inspections of all rental properties within a
three-year cycle. The timing of inspections will
depend upon a number of factors which are outlined
in the Ordinance.
Effective Dates The established program year will be
May 1 to April 30.
As this registration
year (May 1, 2009 – April 30,
2010) comes to a close, the Division
of Rental Inspections is pleased to provide this
update:
This year completes the 3rd
registration year for the Rental
Inspections and Registration Program!
Since its inception, a few amendments
have been made, currently with Ordinance
2193. This amendment was made to incorporate
a $40.00 registration fee. The fee applies
to each rental unit and is effective this upcoming
registration period (May 1, 2010 – April
30, 2011). Registration materials
are being prepared and will be mailed the last
week of March.
Inspections of Zone 1
(Southeast section of Rantoul), Zone
2 (Northeast section of Rantoul),
and Zone 3 (the West side
of Rantoul) are basically completed. To
date, approximately 2,460 inspections have been
completed. Properties with unresolved
violations are being re-inspected and those who
are not in compliance are forwarded to the Village
Attorney. Operating on a 3-year cycle, properties
inspected in 2007, are up for inspection this
year.
Our effort to register ALL RESIDENTIAL
PROPERTY according to Ordinance
2090, continues until completion. To
date, 5569 properties have been properly registered
with our Division. This figure includes owner-occupied
property.
The Division of Rental Inspections
is grateful for the continuous support of other
Village Departments such as Utilities, Rantoul
Police Department, IT Dept., our Village Attorney
and others; along with local businesses such as
Community Center/First Call for Help, Champaign
County Tenant Union, Champaign County Housing
Authority and The Regional Planning Commission
as well as, other local business leaders, property
owners, landlords and tenants.
We continue to get inquires from
other municipalities locally and as far as the
State of California, expressing their interest
in beginning a program such as ours within their
communities. Potential tenants use the assigned
rating from our program as a guide for selecting
their next place of residency. The Rental Registration
and Inspection Program is a proven and effective
tool for enhancing the quality of life within
our community.
Annual Registration
for Rental Property is now underway. All owners,
landlords, property managers must renew registration
of rental properties no later than April 30, 2010.
Properties that have had completed inspections
still need to renew their registration however,
they will not be subject to another inspection
for three (3) years. Registration packets will
be delivered the last week of March.
ALL residential
property in the Village of Rantoul is required
to be registered. This includes owner-occupied
property. Although they are exempt from inspections,
a ONE-TIME registration is required in order to
distinguish between owner-occupied property versus
rental property.
If selling your property,
please notify the Division of Rental Inspections.
Registrations are not transferable. New owners
are required to register within 30 days of transfer
of ownership. All unregistered property is
assumed rental property and is included in the
inspection program.
