Liquor License
License Requirement
The Liquor Commissioner issues Liquor Licenses for establishments within the Village of Rantoul as outlined within the Village Code. Licenses expire annually on April 30.
Classifications
- Class A: General Retail License shall authorize the sale at retail of any alcoholic liquor by the drink for consumption on the licensed premises where sold, or in original package form for consumption off the licensed premises where sold, and not for resale in any form.
- Class C: Club License shall authorize the sale at retail of any alcoholic liquor by the drink for consumption on the premises of a club where sold, and not for resale in any form.
- Class GC: Golf Course License shall authorize the sale at retail of any alcoholic liquor by the drink for consumption on the licensed premises where sold, including within the clubhouse and on the golf course from not more than three mobile carts operated on such golf course, or in original package form for consumption off the licensed premises when sold from the clubhouse, and not for resale in any form.
- Class GH: Gaming Hall License shall authorize the sale at retail of any alcoholic liquor by the drink for consumption on the licensed premises of a video gaming café where sold, and not for resale in any form.
- Class H/M: Hotel / Motel License shall authorize the sale at retail of any alcoholic liquor by the drink in a sealed container from a locked liquor cabinet wherein a key to such cabinet is made available only to guests over the age of 21 years for consumption on the licensed premises of a hotel / motel where sold, and not for resale in any form.
- Class P-1: Package Liquor License shall authorize the sale at retail of any alcoholic liquor in original package form for consumption off the licensed premises where sold, and not for resale in any form.
- Class P-2: Package Beer / Wine License shall authorize the sale at retail of beer and wine in original package form for consumption off the licensed premises where sold, and not for resale in any form, and shall further authorize the sale at retail of beer and wine by the drink for consumption on the licensed premises where sold.
- Class R: Restaurant License shall authorize the sale at retail of any alcoholic liquor by the drink for consumption on the licensed premises of a restaurant where sold, and not for resale in any form.
Applications
Completed applications, along with any required documentation should be submitted to the Mayoral Assistant, Tana Ward. Allow three to five weeks to process the application, and for the review process, which includes the Liquor Commissioner, Village Administrator, and Village Attorney.
Fees
Liquor License Fees are set by the Village Board.
Insurance
All Liquor License applicants are required to provide a Certificate of Insurance with the Liquor Liability Insurance Limit updated annually by the IL Liquor Control Commission.
BASSSET Certification
All Village Liquor License holders are required to obtain and provide BASSET Certifications as a part of the application process.
Beverage Alcohol Sellers and Servers Education and Training (BASSET) is the State of Illinois' responsible beverage seller/server training program. Under the licensing and regulatory auspices of the Illinois Liquor Control Commission, BASSET is designed to encourage profitable, responsible, and legal alcohol sales and service.
Inspection
Prior to a Liquor License being granted, the Building and Environmental Safety Department will perform an inspection of the relevant property to assure that no code deficiencies are present. This inspection is scheduled by the Village.
Health Permit
A Health Permit is required prior to a Liquor License being granted. Please note: Class P1, Class P-2, and Class GH Liquor License holders are not required to provide a Health Permit, unless food is being served for consumption on the premises.

Renewal
Liquor License Renewal Packets are mailed out annually in early March to allow ample time for processing.
Temporary License
The Village of Rantoul has five categories of Temporary Liquor Licenses which permit the retail sale and/or service of alcoholic beverages at a special event for consumption on the premise or within an adjacent area, and for a certain date(s) noted on the granted license. Applications must be submitted at least three weeks prior to the event.
