The Village of Rantoul, IL will receive sealed Bids for the Prospect Substation Transformer Purchase project until 2:00 PM. CST on the 13th day of February, 2025, at Village Hall, 333 S. Tanner St., Rantoul, IL 61866; and at that time, publicly opened and read aloud in the Conference Room, located in Village Hall.

The project consists of procuring up to three power transformers with an optional FR3 fluid. The transformers specs are delta-wye power transformer with OLTC, 20/26.66/33.33 MVA, 3 Phase, 69kV, 60Hz, ONAN/ONAF. The delivery should include unloading and setting on the Owner’s pad, field testing, checkout and energizing of the unit.

The bidder will be responsible for making hard copies of the Project Documents. The right is reserved to accept any bid or any part or parts thereof or to reject any and all bids. Vendors will be required to comply with all applicable EEO laws and regulations. The submission of the bid by the offeror in response to this Advertisement for Bids constitutes an acknowledgement of and an agreement by the Offeror that it understands and will comply with the Illinois Prevailing Wage Act and the Illinois Preference Act (30 ILCS 570). Resolution No. 90-74 requires compliance with the Human Relations Act and all pertinent federal and state rules and regulations. The contract award shall be made to the lowest responsible bidder whose bid properly addresses and complies with the invitation and meets with the requirements set forth in the specifications in relation to the Department of Commerce and Economic Opportunity (DCEO).
A certified check or bank draft, payable to the order of Village of Rantoul, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid.
This project is funded in whole or in part with grant funds from the Department of Commerce and Economic Opportunity (DCEO). Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project unless Illinois Prevailing Wage is greater; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin and 4) the project has Business Enterprise Program (BEP) Utilization Plan requirements.
Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214].
Bids may be held by the Village of Rantoul for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
